Tax Reform, Business Environment and Market Vitality: Harmonious Effect of Reform

Description: This paper focuses on the harmonious effect of reform and its importance. Based on the replacing business tax with value-added tax, we find that the tax reform increases the number of newly established service enterprise. The tax reform also encourages people to found manufacture enterprise by improving input-output ratio. However, the effect of tax reform depends on the business environment, which means harmonious policies are necessary. Furthermore, market vitality improvement contributes to tax income, which could reduce the risk of finance.
