嘉賓簡介:萬志英(Richard von Glahn),著名漢學家,耶魯大學博士,“加州學派”主要代表性人物。主要研究10~18世紀的中國經濟社會史、全球經濟史、東亞海洋史。編有《中國史上的宋元明過渡》(TheSong-Yuan-Ming Transition in Chinese History),著有《财源:1000~1700年的中國貨币與貨币政策》(Fountain of Fortune: Money andMonetary Policy in China, 1000-1700)、《從古代到十九世紀的中國經濟史》(The Economic History of China fromAntiquity to the Nineteenth Century)等。
内容摘要:
In the past twodecades, increasing attention has been paid to the significance of the fiscalcapacity of the premodern state in promoting or retarding economicgrowth. In particular, the economic history scholarship has stressed thepositive impact that the emergence of the “fiscal state” (drawing onSchumpeter’s concept of the tax state) had in enhancing economic growth inearly modern Europe. Comparative studies have contrasted theadministrative efficiency of the emerging European fiscal state withcontemporary Asian empires (the Ottomans, Mughals, and the Ming-Qing empires inChina) to explain the “Great Divergence” in economic performance and stateformation in the early modern period. My intervention in this discussionseeks to contextualize the Ming-Qing state within the larger framework ofChinese state formation over the whole arc of the imperial era. Iidentify four basic types of fiscal state that have appeared in China from theQin unification to Ming-Qing times and assess their implications for economicgrowth.
